The Union Cabinet has approved the implementation of the Jammu and Kashmir Panchayati Raj Act 1989. This step will help in establishing a three-tier democracy in Jammu and Kashmir like other parts of the country. Information and Broadcasting Minister Javadekar, while giving information about the decisions of the Cabinet, said that like other parts of the country, Jammu and Kashmir will also help in establishing all three levels of democracy at the grassroots level.

Apart from this, the Narendra Modi government of the Center has decided to purchase apples in Jammu and Kashmir for the year 2020-21 under the Market Intervention Scheme. The proposal was approved in the cabinet meeting chaired by PM Modi on Wednesday. NAFED will purchase apples in collaboration with state agencies. The price of apples will be transferred directly to the bank accounts of the farmers. The cabinet has approved the purchase of 1.2 million tonnes of apples from the state in the current year.

Not only this, but the central government has also allowed Nafed to use a guarantee fund of Rs 2500 crore. If there is any loss, the central government and the state will bear half the amount. Jammu and Kashmir’s administration will provide basic facilities in mandis for the purchase of apples. Not only this, it has been provided that the procurement system will also be constantly monitored.

Union Minister Prakash Javadekar said that many laws of public welfare were not applicable to Jammu and Kashmir even in India. Today that decision was approved and now the elections will be held directly in the hands of public representatives by the District Development Council. Gram Panchayat, Block Panchayat, and now Zilla Panchayat … are three-tier creations that are enshrined in the law of Panchayat Raj and it has been decided to implement them in Kashmir.

The Union Cabinet, while affirming the said decision, said that after the abolition of Article 370 in Jammu and Kashmir, many public welfare laws of India have started to be implemented there. Many laws of public welfare were not applicable even in India. Now the elections will be held directly in the hands of the people’s representatives through the direct election of the District Development Council. Today that decision is stamped. People will now be able to choose their representatives from elections.

Union Minister Javadekar said that Prime Minister Modi and Home Minister Amit Shah had promised that the composition of the three-tier Panchayat Samiti would be implemented in Jammu and Kashmir. Today’s decision also fulfills this promise. This will strengthen the democratic process. People will come to power. This is a big change. The people of Jammu and Kashmir will welcome this change. One of the miseries of Kashmir was that power was not with the people but a few.

Meanwhile, Jammu and Kashmir Lieutenant Governor Manoj Sinha has endorsed to try comprehensive measures to prevent the youth from going the path of fundamentalism in the Union Territory. He said that terror elements from thousands of miles away are trying to make inroads in a large section of the society through propaganda. There should be a coordinated, community-backed platform as part of measures to prevent radicalism so that the right ideas against terrorism can be propagated.
